Quines accions es duen a terme a nivell local per a la protecci\u00f3 de les persones defensores de drets humans? Quins reptes queden per assolir en aquesta mat\u00e8ria?<\/em><\/p>\n<p style=\"text-align: justify;\">Entre el juliol de 2021 i l\u2019abril de 2022, diversos municipis d&#8217;arreu de Catalunya van participar d&#8217;una investigaci\u00f3 impulsada per l&#8217;<span><a href=\"https:\/\/acpau.org\/\">Associaci\u00f3 Catalana per la Pau<\/a><\/span> i <span><a href=\"https:\/\/vigorous-einstein.82-165-3-172.plesk.page\/ca\/\">International Action for Peace<\/a><\/span> sobre les pol\u00edtiques p\u00fabliques locals entorn la cooperaci\u00f3 internacional, els Objectius de Desenvolupament Sostenible (ODS) i la protecci\u00f3 de persones defensores de Drets Humans.<\/p>\n<p style=\"text-align: justify;\">Concretament, els ajuntaments de <strong>Tarragona, Terrassa, Matar\u00f3 i Vilafranca del Pened\u00e8s<\/strong> van formar part del proc\u00e9s participatiu del projecte i tamb\u00e9 de quatre sessions conjuntes, en les quals es va fer un diagn\u00f2stic de la integraci\u00f3 dels ODS en la pol\u00edtica de cooperaci\u00f3 internacional, i de les accions de protecci\u00f3 de les persones defensores desenvolupades per cada municipi en el seu territori. Tamb\u00e9 es van identificar p<strong>ossibles accions a desenvolupar en el futur<\/strong>. La investigaci\u00f3 compta amb un informe final elaborat per Miquel Carrillo, investigador i assessor en cooperaci\u00f3 internacional.<\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\">Algunes de les conclusions extretes d&#8217;aquests mesos d&#8217;investigaci\u00f3 s\u00f3n:<\/p>\n<p style=\"text-align: justify;\">\n<ul style=\"text-align: justify;\">\n<li><strong>Les administracions locals tenen un pes rellevant<\/strong> en la producci\u00f3 de pol\u00edtiques p\u00fabliques a l\u2019Estat espanyol, i constitueixen un espai d\u2019innovaci\u00f3 molt important. Tot i aix\u00ed, els recursos destinats a la cooperaci\u00f3 ronden entre el 0,44% i el 0,55%. <strong>No s&#8217;arriba al comprom\u00eds del 0,7%<\/strong> assumit fa 50 anys i renovat amb l&#8217;Agenda 2030.<\/li>\n<\/ul>\n<ul style=\"text-align: justify;\">\n<li><strong>La pol\u00edtica de cooperaci\u00f3, en general, ha comen\u00e7at a transitar cap a un model on el lideratge dels governs locals \u00e9s cada vegada m\u00e9s evident<\/strong>. El rol de les entitats amb pres\u00e8ncia al territori, per\u00f2, continua sent central, tant pel que fa a l\u2019orientaci\u00f3 de les propostes com en la implementaci\u00f3 pressupost\u00e0ria.<\/li>\n<\/ul>\n<ul style=\"text-align: justify;\">\n<li><strong>Les experi\u00e8ncies educatives organitzades al voltant de la protecci\u00f3 i el refugi brindat a persones defensores tenen una valoraci\u00f3 molt positiva<\/strong>. El seu impacte sensibilitzador i formador \u00e9s molt gran, sobretot als centres educatius que hi participen. Se\u2019n destaca <span><a href=\"https:\/\/ciutatsdretshumans.cat\/\">Ciutats Defensores del Drets Humans<\/a><\/span>, una experi\u00e8ncia amb molt de recorregut i amb possibilitats de generar altres iniciatives. Tot i aix\u00ed, la voluntat d\u2019acollir i protegir persones defensores a nivell local no es correspon amb les possibilitats administratives ni de recursos a l\u2019abast dels municipis.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">Recollim algunes reflexions de les persones t\u00e8cniques de cooperaci\u00f3 que van participar d&#8217;aquests espais en aquest <span><a
